It is more likely that a person who develops good Morality will get better concentration. However, concentration depends on conditions, so if the conditions are conducive and a person has good Morality, then they will usually have better concentration. This is because they haven't got so much agitation or regret in the mind about what they have done, which could bring a lot of hindrances. But Morality on its own may not develop good concentration unless the conditions are conducive for it.

No, this is false. And it relates to the question I had answered earlier regarding concentration. Good concentration does not mean that one just automatically gets good wisdom, because if that was so, then the Buddha would have become enlightened under his first teachers.
