In regards to the Dhamma as being the Truth, as something that we need, you could say that. But to a certain extent Buddhism doesn't even use this term higher law. Truth is the truth no matter what. It's not really higher, it's not really lower, it's simply always there. And if we adjust accordingly, we can follow the Truth and live our life pretty well.
