Depends on the person, the situation, how old they are, etc. There is an old Chinese saying, "Those who want work will find it," but it also really depends on whether the person is handicapped in some way and can't get work except in a certain occupation. Certainly if we are young enough and mobile enough, there is no reason to live off the social system if by moving we can get a job and support the society. That is just my personal opinion.
