In a sense - yes. It's a giving to the world, but I wouldn't leave it there. Generosity is a much more dynamic type of action and so we have to express our Compassion in Lovingkind wishes in order to manifest Generosity. On a deeper level, yes, it is a sense of giving, because if we lessen our greed, hatred and ignorance then we are giving to the world.
